Heads up -- New Federal Guidance Changes that Will Impact Grant Proposals!

This year, there are new changes that will impact all federal grants proposals! With the release of new federal guidance regarding data and security, per the CHIPS and Science Act of 2022 and the National Security Presidential Memorandum 33 (NSPM-33), all investigators must disclose any participation in a foreign talent recruitment program as they do with all outside activities. Federal regulations prohibit investigators from receiving federal funds if they participate in a malign foreign talent recruitment program.  

How does this impact your grant submission? If you are applying for any federal grants, your proposal will now have an additional requirement, the new Malign Foreign Talent Recruitment Program (MFTRP) Disclosure Requirement. The CHSS Pre-Award Team will let you know when during the proposal preparation process this certification is required.

The Office of Sponsored Programs has released information on the MFTRP, which provides information on what is considered an MFTRP, what foreign-related activities are not considered MFTRPs, and the risks associated with it. Your assigned Pre-award Research Administrator will also be available to answer any additional questions you may have during your proposal preparation process.
